Not by fixing the problem (that the USB2.0 ports won't work with a Windows 7 installer), but we have a workaround. Here's what I did - my first attempt to insert the USB3.0 drivers didn't work and I'm still not sure why, this lead me to seek help from HP Support. After some back and forth with HP trying various things, the HP Tech pointed me to an Intel utility to insert the drivers into your OS image: https://downloadcenter.intel.com/download/25476/Windows-7-... . It's for the Intel NUC which I guess has the same issue. The utility however, only solved half the problem, Windows would get past the initial installation stages up until Windows booted from the hard drive for the first time and began setting up the PC - then the keyboard and mouse stopped working on the "enter username and computer name" step. So don't bother trying that. HP followed that up with some detailed instructions for using the Windows Automated Installation Kit to insert the drivers into the boot and install images from the Windows install disk, which if you download the instruction PDF file from the Intel site above they have step-by-step instructions for using the DISM command line tool from the AIK - which worked like a charm for me using the USB 3.0 drivers from the HP support site for the ProDesk 400 mini. Drivers were inserted, install proceeded smoothly, keyboard and mouse are happy in the USB 3.0 ports. Thanks @Priscilla for facilitating all of this, much appreciated.
